The importance of a fast and efficient emergency medical services (EMS) system is critical to save lives of traffic crash victims. Having an improved EMS system in Puerto Rico is one of our highest priorities. According to the data provided by the PREMS, the average annual response time between 2014 and 2016 was 15:45 minutes; measured from the deployment of a Puerto Rico’s EMS ambulance to the its arrival to the crash scene.

Performance Measure: Number of ambulances (Type III or equivalent) in Puerto Rico.
Objective (Performance Goal): Increase the number of ambulances (Type III or equivalent according to FMCSA’s standards)in Puerto Rico from ___ to ____in the next 5 years.

a. Educate road users in relation to the priority of emergency medical services vehicles.
b. Improve the coordination of Emergency medical services personnel with other support and rescue agencies (TIM).
c. Promote technologies of intelligent transportation systems to identify the location of the crashes and facilitate emergency response.
d. Improve the accessibility of the EMS stations.
e. Continue educational programs and training’s to police authorities and emergency medical service agencies in handling crashes and incidents.
f. Promote amendment to the Law to prohibit the use of emergency lights to vehicles designated for regular use (not first responders).
When EMS coordinates plan strategies with the SHSP, its own agenda advances due to the visibility obtained through the SHSP security stakeholders and the support they provide to the EMS strategies. EMS officials should know that SHSP sets priorities in terms of road safety, including improvements to EMS.
